Fix missing padding of `mat3xR` in `MatrixValue` (#311)

The `MatrixValue` where C=3 require padding to 16 bytes, as per the WGSL
specification. The padding was missing, leading to the wrong value being
written for _e.g._ properties.

Fixes #310
