Minor fixes in `ValueType` and co. (#303)

- Remove dead code in `VectorType::align()` trying to handle invalid
  vector type with rank not in 2..=4.
- Add missing panic in `MatrixType::new()` when trying to create invalid
  matrix with number of rows or columns not in 2..=4.
- Add more tests to validate `ValueType` and related types.
