Fix server message loading issue on restart and add test case (#753)

Resolved a bug where messages were not correctly loaded after a server
restart. Enhanced the system's robustness by ensuring accurate message
retrieval post-reboot. Implemented a new integration test to verify
data integrity following server restarts. Improved logging clarity
during the message loading process. Adjusted memory tracking to provide
more precise diagnostics.
