fix(#125): handle utcnow for transaction module

python 3.11 onwards  has deprecated the use of datetime.datetime.utcnow
infavour of datetime.datetime.now(datetime.UTC) or
datetime.datetime.now(datetime.timezone.utc).

replaced all datetime.datetime.utcnow with datetime.datetime.now(datetime.timezone.utc)
