Fix outside_box bugs

- Fixes myriad `outside_box` bugs,
including [bugs caught by @mo-nathan](https://github.com/MushroomObserver/mushroom-observer/pull/1658#discussion_r1435850692)
- Renames `outside_box` to `not_in_box`.
IMO a better name because Observations lacking lat/lon
are not clearly **outside** the box.
- Adds extensive tests of `not_in_box`.
