[NU-1259] Replacing Akka HTTP in user endpoint with tapir (#5200)

* Replaced UserResources with UserApiEndpoints and UserApiHttpService
Updated AkkaHttpBasedRouteProvider and NuDesignerExposedApiHttpService to include user endpoint
Updated nu-designer-openapi.yaml file

* Removing import for JsonCodec as tapir derevo is used (for extracting also a schema)
Changed error message for wrong HTTP method used as in previous API
