Assign ingress contract to default EPG when Service type is LB

The ingress contract configured by ACI CNI plugin every time a service
is exposed outside as type LB needs to be consumed under aci-containers-default
EPG to allow PBR redirect for E/W communication towards external IP.
The assignment of the contract is currently a manual step.
This PR automates the step.

Take configurable parameter "add_external_contract_to_default_epg"
in ACI input file and when it is set to True, consume ingress contract under
aci-containers-default EPG in addition to the current programming.
