Refire DOMContentLoaded, load in JsdomPageLoader

As explained in the comments, this enables modules to register
'DOMContentLoaded' and 'load' event listeners and have them behave as
expected in JSDOM tests.

The actual implementation is a bit clearer, but for the voluminous
comments explaining exactly why it's written that way.
