IGVF-1245 Make Cypress page tests idempotent (#354)

* Update npm packages.
* Convert page component tests to be idempotent. Clean up ESLint errors in edit.cy.js test from chaining.
* Add Cypress tests that I’d forgotten for the CHEVRON_NAV component.
* Allow Cypress page tests to run more than once without restarting igvfd.
* Instead of modifying an existing page in the Cypress page tests, create a new page and then modify it.
