IGVF-812 Construct library object and search pages (#259)

* Update npm packages.
* In progress. Added construct library object page, not yet complete.
* Add the construct library page.
* Add the remaining specified properties to the construct library object page.
* Implement a way to expand and collapse the list of targeted genes. Add a Tailwind CSS class property to the DataItemValue component.
* Make targeted genes and targeted loci collapsable to avoid showing too large a list unless the user specifically asks to see that.
* Correct a command and remove a now-unused import.
* Correct a comment.
* Move the MeasurementSetFileTable to its own file and rename it to the more general SequencingFileTable. Display that and the integrated content files on the construct library page.
* Rename the Integrated Content Files section.
* Update npm packages.
* Add search-list renderer for construct library.
* Add Jest tests for ConstructLibrary search-list renderer.
* Write Jest tests for the DataItemValueExpandButton component.
* Update comments.
* Downgrade and pin NextJS at 13.4.12 to avoid dynamic links causing 404s.
* Show ellipsis on its own line, not sharing the same line as the text. That lets this work even when the text wraps.
* Added display of `publication_identifiers` property.
* Add alternate accessions to the ConstructLibrary page.
* Move some properties from the main panel to the library details panel, as specified by follow-up comments in the ticket.
* Remove some now-unused code.
* Remove stray “Selection Criteria” label.
* Moved associated diseases to the library details panel.
