IGVF-921 Convert fetch-request and query library modules to Typescript (#257)

* Update npm packages.
* Have NextJS populate the tsconfig.json.
* Experimental conversion of the easy query-encoding library to Typescript. It doesn’t warn about missing types, so I think I need to add npm packages for that.
* Small updates in preparation for installing Typescript packages.
* Enable strict type checking. Add the Typescript npm packages.
* Merging with dev.
* Rebuild package-lock.json. Correct the HTTP status for OK.
* Non-working conversion of fetch-request.
* Remove console logs. Correct the use of the `backend` flag in fetch-request.
* Rebuild package-lock.json after rebase to dev.
* Convert query-string library to Typescript.
* Finish up types on fetch-request.ts.
* Update npm packages after merge with dev.
* Cleaning up types and error returns for fetch requests. Update Jest tests.
* Get coveralls to pass for fetch-request.js.
* Fix a bug caused by a schema error. That schema will get fixed in IGVF-955, but igvf-ui shouldn’t crash from this error.
* Update a comment and remove a now-unused interface.
* Update comments.
* Get full coverage on lib/report Jest test.
* Downgrade and pin NextJS to version 13.4.12 to avoid 404 errors on dynamic paths.
