Fix decoration rendering once and for all

This PR takes advantage of the new `Drawer.clear_rect` method in qtile
to clear a subset of the Drawer area which is required in
`PowerLineDecoration.paint_background`. This change removes the
requirement for backend specific code meaning that the decorations
should work in both X11 and Wayland...
