* WIP: Adding user interface to data auth layer.

* Update API endpoint.

* Update URL where to register for access token.

* Add tqdm as requirement.

Pure python, shouldn't be an issue.

* Move to datasets package.

* Expose fetch_data from datasets pkg.

* Set data download location at the module level.

* Fixup doc testing workflow.

* Add a configurable subdirectory + file caching.

* Handle case where file does not yet exist.

* DOC: Add missing parameter descriptions.

* Move _auth module to utils package.
