* Create script to check ordering of migration files

* Add check to CI workflow

Done by fetching all refs during the checkout step.

* Reorder CI workflow steps

Groups the test step and Coveralls step together.

* Make regex safer

* Make timestamps UNIX-compatible

Using `awk` and `grep` instead of `sed`, the script now runs in both
macOS (BSD) and GNU systems.
