Chaining mode controller operation

In chained mode, controller watches for nodefabricnetworkattachment CRs
to provision APIC with corresponding epg with name <namespace>-<netattdefname>.
Static path attachment to corresponding fabriclinks is applied. If fabriclink
corresponds to a PC/VPC, corresponding path is pushed instead of the
actual link.

TODO: cleanup static reconciliation
