Use `useTypedSelector` and `useDispatch` in AssessmentWorkspace (#2517)

* Migrate most AssessmentWorkspace state props

Now uses `useTypedSelector` instead of `mapStateToProps`.

* Use named imports for React hooks

* Memoize AssessmentWorkspace state handlers

* Fix compile error in test file

* Update test snapshots

* Refactor AssessmentWorkspace

* Memoize more handlers
* Rewrite reset workspace logic for better safety

* Migrate remaining state handlers to use dispatch

* Remove unused state props

* Migrate remaining state props to useTypedSelector

* Remove AssessmentWorkspaceContainer and related types

* Refactor AssessmentWorkspace

* Create a new AssessmentUtils file
* Migrate `onClickProgress` to the utils file and update its signature
  in the process, to better abstract its logic
* Memoize some functions
* Reformat some code
* Reduce code duplication

* Refactor side content tabs logic

* Fix testcases
