upgrade dependency github.com/fsouza/go-dockerclient

This commit bumps github.com/fsouza/go-dockerclient to its latest main branch
commit, from previously using tag v1.9.7.

We normally prefer to stay with tagged releases, but this dependency has not
created a new tag since March 29. Staying with tagged release v1.9.7 generates
spurious security warnings due to Docker daemon-side vulnerabilities, which
are not imported in Skeema, not applicable to Skeema, and not accessible in
any Skeema code path.

These large Docker-related dependency-update commits will be necessary
periodically until the change described in #186 is implemented, likely within
the next three months.
