Make some improvements to the CRC code in NoteTransaction. (#75)

- Replace lastRequestRetriesAllowed with a macro, REQUEST_RETRIES_ALLOWED.
- Make lastRequestRetries a local variable of NoteTransaction.
- Add the lastRequestCrcAdded bool back and only check the CRC from the Notecard
if it's true.
- Ignore crcAdd failures. Not adding the CRC isn't a critical failure.
