modules/cron: allow tasks to run a small delta after sync event

Instead of always delaying tasks to run on the next synchronization
event, allow tasks to run up to a small amount of time after the
sync event, thus preventing tasks from being delayed if there are
scheduled *almost* at the same time as the synchronization event.

The epsilon value for sync is settable via the sync_epsilon=
module parameter.
