modules/cron: add sync option to cron module

Optionally defer all cron task execution to synchronize with an
event when "sync=" option is passed to the cron module.

When the sync option is active, all task run requests are put on
a deferred list until the next configured event fires, at which
point all tasks are run immediately. The task is considered "active"
while it is deferred, so only one task per cron entry will ever
run at a time. Entry executions that are skipped due to a deferred
task do not count against the repeat count for the entry.

If the sync option is not active, tasks are run immediately as before.
Tasks waiting in deferred list currently have a state of "Starting".
