Test cmd/send.go, extract mustMarshal

The cmd package now has 100% test coverage. I think I've got some good
patterns and abstractions for testing Cobra commands now. Even the
relatively complex send command proved straightforward to test in the
end.

I could've opted not to check the error value from json.Marshal instead
of extracting mustMarshal. However, I rather like the idea that if I
screw up and make the email.SendEvent unmarshalable, I'll get a clear
error.
