Consolidate CreateSubscribersTable error reporting

Since its helper functions are all unexported, it makes sense to use a
common error prefix and eliminating redundancy. Specifically:

- createTable doesn't need to wrap its error with a message saying what
  table it was trying to create.
- There's no need for CreateSubscribersTable to wrap waitForTable or
  updateTimeToLive errors with same information wrapped by those
  functions.
