IGVF-505 Make sidebar navigation collapsable (#152)

* Update npm packages.
* Basic collapsable navigation.
* Have a plausible-looking narrow navigation, but I still need to place the open/close icon.
* Get collapse and expand icons working, and get rid of stop-gap collapse/expand icons.
* Position the collapse/expand icons appropriately. Change the color of the icon.
* Add keyboard equivalent for collapsing and expanding the navigation area.
* Update npm packages.
* Remember whether the navigation is collapsed or expanded in session storage. Rewrite session storage custom hook so that it doesn’t return the session storage value until after the page mounts, so that we don’t get an error about the server and browser rendering different things on initial render.
* Have the user icon reflect their logged-in status with a halo.
* Rewrite the local-storage custom hook to use the same pattern that the session-storage custom hook uses. Remove the node tests from the associated Jest tests as we no longer check for `window`.
* Get mobile menu working again.
* Add Cypress test for expanding and collapsing the sidebar navigation.
* Point demo at igvfd dev demo.
* Make nav area work better in dark mode.
* React to ctrl-shift-D the same as command-shift-D for Windows users. Add a tooltip to the collapse button.
* Experiments for overriding browser keyboard commands.
* Update npm packages.
* Add a modal to confirm or cancel signing out.
* Make sign-out modal accessible.
* Make collapsed buttons appear in dark mode. Remove some now-unused CSS elements.
* forwardRef for navigation buttons no longer needed.
* Revert backend_url setting in cdk config.
