Auto merge of #416 - puremourning:flake8, r=micbou

[READY] Enable many more flake8 warnings

We previously only enabled a small number of flake8 warnings, and excluded a number of potentially useful things, like syntax errors, etc.

Instead, we enable all warnings/errors by default and just exclude those specific ones which we find distasteful. The full list is here: http://pep8.readthedocs.org/en/latest/intro.html#error-codes.

Implemented as a list, so that it can remain sorted via something like `:!sort`. I appreciate this makes setting up things like syntastic harder, but I found creating the list this way was simpler and easier to maintain.

NOTE: this PR is actually on top of #415, so please forgive that it includes those changes too (it seemed pointless to fix flake8 errors in a file I know was about to change!)
