IGVF-237 Update Cypress to version 10 (#58)

* Update the non-cypress npm packages.
* Update the Cypress configuration for Cypress 10.
* Change Docker config for Cypress.
* Update Cypress version in main docker config.
* Update Docker Cypress configuration, as well as Docker config copy commands. Will keep the old cypress-docker.json for now, but I need to delete it later.
* Add e2e testing configuration to the cypress docker config.
* Update Cypress Dockerfile to use 10.4.0.
* Try to get Docker Cypress working. It now works locally. See if it works in CircleCI.
* Remove now-unused old Cypress config file. Remove copying of cypress.env.json to the test volume, as this file doesn’t exist in CircleCI.
* Try Keenan’s suggestion of removing a couple now-unneeded files.
