IP instead of MAC. Allow remote dir. fail_under.

Giving up on MAC address. Need root for send_arp. Tracking IP address
instead.

Handling missing remote target directory since run() coroutine does
scan() before initialize_upload().

Once in a blue moon tests stop half way for some reason. Something to do
with testing the event loop. Causing coverage to fail if this happens
(fail_user = 95).
