Relax union annotation check.

This makes transferring `doc` and `order` attributes consistent for all
types. Previously, union fields would have to be annotated directly
(since the union would throw an error rather than pass on the
annotation). Note that unions still won't contain any annotations when
stringified (JSON serialization correctly drops them).
