Changed the snatpolicy label key with UID

- The WriteNewSnatPolicyLabel used to store the object key in
  cache as namespace/resource-name format. Now, with the help
  of new method MetaNamespaceUIDFunc(), it is now being stored
  as namespace/resource-uid format.

  This mitigates the issue of overwriting of snat policy label,
  when multiple object has same name and same snatpolicy label
  applied.
