test: Disable sockops tests on 4.19

The sockops tests have been broken for a long time on 4.19. As seen
in [1], the loading of sockops BPF programs has been failing for a
while. The test was still passing because we don't fatal in that case
and we don't check that sockops is actually used during the test itself.

The previous commit changed this behavior to fatal in the agent in such
case. We thus should, and now need, to disable the sockops tests on
4.19.
