Enable artifact caching for bundle consolidate classpath

This is to follow up a TODO item from https://rbcommons.com/s/twitter/r/3297/

Benifits enabling artifact caching includes:

* Avoid unnecessary rebuild if consolidated classpath hasn't changed
* Consolidated classpath now goes to the standard vt.results_dir

Testing Done:
https://travis-ci.org/peiyuwang/pants/builds/100704017 passed

Tested manually, made a change to the resource file, saw a new consolidated jar is generated using the new fingerprint.
