Fix for snat-uuid missing in ep file

Sometimes it was observed that snat-uuid was missing in ep file due to some race conditions. IndexMutex lock was missing while accessing some of the shared variables

Added IndexMutex lock while accessing the shared variables based on the
race logs in hostagent
