AbstractInterpreter: ease the interface and update staled documents (#41593)

- eased the `AbstractInterpreter` interface requirements so that an
  external `AbstractInterpreter` can more easily satisfy the interface,
  e.g. now there are default implementations for `lock_mi_inference` and
  `add_remark!`, `may_optimize`, etc.
- also updated some other documents
