Build: Update to eslint-plugin-qunit 6

* Migrate from `qunit/two` to `qunit/recommended`.

* Disable various rules that are not so useful for QUnit's
  internal tests or have unresolved issues that I think make it
  too costly to use vs noticing these during code review.
