build: Set up CI with GitHub Actions

Notable changes:

- The spider-check cron is now declared in the main branch rather
  than in its own separate branch. This because GitHub manages its
  crons in the repo, and only considers the values in the main branch
  to be authoritative for that purpose. (Travis managed crons in its
  own GUI, and thus could be pointed to a secondary branch).

  This made it impractical to keep the source code of that check
  in the repo, so instead that is now its own repo.

- The doc-search job didn't work at first. It seems Jekyll is seeing
  some if its own example files in the "vendor" directory and not liking
  them. That is strange by itself, but it never noticed them before,
  so there's something about GitHub's environment that is making it
  look there in the first place. Easy enough to work around by
  adding "vendor" explicitly to the exclude list.
