Remove unused get_critical_path_timings() API (#11387)

### Problem
As mentioned here https://github.com/pantsbuild/pants/pull/11385#discussion_r548740923 this method is not used internally or by known consumers of RunTracker (mainly toolchain plugin at this point)


### Solution

Remove unused method

### Result

Reduces the surface area for the RunTracker API. minimal surface area for public API is desirable
