fix(event-display): fixes and improvements for cuts (#191)

- Ability to apply a combination of cuts (previously we could apply only one cut at a time)
- Initialize event data with correct values of cuts
- Fix clipping not resetting on switching from one experiment to another
- Fix initialization of cuts for range slider
- Properly apply cuts on loading an event or on loading a state
