Port InteractiveProcess to Tokio to unblock async interruption (#11219)

### Problem

In order to interrupt `InteractiveProcess` without killing the parent process as part of #7654, we'll need to allow it to be interrupted via an async primitive rather than a signal. To do that, it needs to be running asynchronously.

### Solution

In two commits:
1. move the bulk of `run_local_interactive_process` to `Scheduler::run_local_interactive_process`
2. port from `std::process` to `tokio::process`
