Add ability to get timing data from scans (#149)

* Update URL to testing data

* Started testing matching between MRI and PMU timestamp

* Initial test to read times from dicoms

* Refactored test to use data_testing and add new format to dicom_times_to_ms. Need to update fieldmap and json in data-testing. More details in TODOs.

* Verify times B0 timeseries fits pressure data

* Added non-interpolated pmu on the graph

* Removed todos and updated field for json

* Added get_acquisition_times function and TODOs

* Moved dicom_times_to_ms() to utils

* Renamed dicom_times_to_ms --> iso_times_to_ms

* Change variable name to iso

* Fix what is being checked for the correlation: fieldmap average and pmu pressure
