922-2 mark bakers after delegates are fetched (#931)

* Fix rolls computation by using the same scale of measure

* Mark bakers in accounts entries after all data is stored for a page

 * compute bakers at the end of the blocks page fetch processing
 * remove unused roll data as parameter from accounts' processing
 * add a test for the baker mark operation on db
 * remove legacy naming and references

* Correct the scale to compute baker rolls

 * add missing case in marking bakers accounts, where results of saving
   data is inconsistent

* Add a feature flag to disable future rights fetching on specific envs

 * add an environment entry to mark the feature off to reduce noise
   while doing local testing of the indexer

* Turnaround the bakers identification to check bakers in blocks range

 * select newly discovered bakers and match them on the accounts entries
   instead of doing the reverse as before

* Add rolls computation test

* Add feature-flag to the docker-compose env too

* Account history also tracks active baking as a flag when marked as such

* Remove the previous bakers update methods and update their tests
