Reorganize `testutil/` (#10674)

There were several utils in `testutil/` that are no longer being used much in a 2.0 world, such as `testutil.option.fakes`. Keeping those in `testutil/` commits us to maintaining them as part of the `pantsbuild.pants.testutil` dist, and it makes that distribution more complex than necessary.

This makes the following simplifications:

* Move `testutil.engine.util` to `testutil.engine_util`.
* Move `testutil.option.util` to `testutil.option_util`.
* Move the `create_subsystem()` and `create_goal_subsystem()` utils from `engine_util` to `option_util`.
* Inline several `testutil.engine_util` functions so that the file is more focused on what plugin authors will likely use.
* Inline `pexrc_util.py`, `git_util.py`, `retry.py`, and `option/fakes.py`.
* Delete `process_test_util.py`.
* Rename `interpreter_selection_utils.py` -> `python_interpreter_selection.py`.
* Rename `process_handler.py` -> `_process_handler.py`, as this is not a util for plugins.
