[feature] Simplified Freeradius multitenancy #88

This change allows to avoid having to set the authorization header in the freeradius site,
which simplifies adding new organizations into an existing system, which now can be
added without the need of updating the freeradius configuration and are managed
transparently by openwisp-radius.

The old way is supported for backward compatibility.

Closes #88
