Create BaseReview class to better share similar functionality. (#190)

* merge as many actions as possible by sharing common methods in BaseReview.

`get_max_label`, `add_cell_info`, and `del_cell_info` are all defined in BaseReview so the actions can be shared, but raise NotImpelmentedErrors. These must be implemented by the child Review classes.

* inherit get_s3_client

* update track.js actions with inherited names.

* replace flood_cell with flood_contiguous

* review.dimensions was removed in place of width, height.

* instantiate _y_changed and _x_changed.

* remove file extension check from load_trks.

.trk and .trks files must have a lineage or lineages file. Instead of checking the file extension to get the json file name, just try to get them one-by-one and fail if none are found.

* Fix the Brush usage in `main_trk.js`.

"edit_value" was deprecated in favor of "target_value" and "brush_value"
to make handle_draw compatible with conversion brush functionality
