Tweaks to help output: (#10466)

- Display option help in registration order.
  Previously we showed them in alphabetical order, but
  we often group related options together in the registration
  code, and it makes more sense to display them that way.
  In general, this gives us more control over the display order.
- A better description of Global options.
- Change the --spec-file flag to --spec-files, for uniformity
  with its env var and config value. Not that it is likely to be
  used much other than by flag, but it seems gratuitous and
  confusing to the end user to set a custom `dest` in this one
  case.
