fix: set the etag in the correct format (#149)

* fix: set the etag in the correct format

According to fhir http://hl7.org/fhir/http.html#concurrency , the if-match header should be of type "w' in PUT calls
In bundle requests the etag  is picked from binding info
while creating binding info set it in correct format
