* use BPLDC Authority API for seeding database [skip ci]

* validate selected ControlledTerms values against seeded values

* move seeded validation to create_nomenclature; add spec

* remove Canonicable mixin from classes where no longer needed; rename CannonicalLabelService to AuthorityService

* update ruby, rails, and rubygems
