CAB-3824: Adds ability to hide the filters so that the search table has more space to render. (#871)

Includes changes from code review:
- Move the button between the paginator and the results table so that the tab order is more natural.
- Visibility state of filter panel should be kept for the duration of the session.
- Auto-collapse filters area and hide toggle button if profile does not have any facets configured.

Fixes CAB-3824.
