padding: add unit tests and fix issues found using them

1. my understanding of the RFC is that the whole query must be
a multiple of the desired size, so we need to keep into account
also the size of the option that we're adding

2. apparently we need to force uint context for the code to
work as intended, otherwise the value is negative and we get
a panic when trying to allocate the slice

3. simplify code and directly allocate a suitable slice, which
is zeroed, which is what the RFC wants us to do
