Remove the experimental scoreboard (#149)

1. this code cannot stay in this repository because it is poised
to change quite frequently along with our measurement needs

2. the main property we lose when removing the scoreboard is that
we lose track of bogons when a bogon is not an hard error

3. to overcome this, add a field to DNSResolveDone that tells
the user whether we did detect a bogon or not

4. update tests to be sure bogons detection is WAI
