Pinned PyYAML to <5.3 on py34; simplified rtd-requirements.txt

Details:

* PyYAML 5.3 has removed support for Python 3.4. Therefore, pinned PyYAML to <5.3 for
  Python 3.4.
* Simplified the rtd-requirements.txt file by including requirements.txt instead of
  repeating its content.
