Fixes issue #1240 Convert TODOs in pywbem_mock code into issues
and put the issue numbers into the pywbem_mock code.  This
modifies all but 3 TODOs in pywbem_mock into issues.  Note that
for several of the original TODOs is just fixes the issue rather
than propagating it.

This does not affect TODOs in the pywbem_mock testing.
